Transport for NSW (TfNSW) is undertaking a bold Procurement Transformation Program, establishing a centre-led Procurement branch within our Finance, Technology & Commercial Division.
This is a rare opportunity to shape the future of procurement in NSW. As we implement a new operating model, you’ll be at the forefront of driving reform and innovation across all procurement functions at Transport for NSW, one of the largest procuring agencies in the country.
As Director, Procurement Policy, Frameworks & Governance, you will lead a team through this transformation — driving consistency, compliance, and capability uplift across the enterprise. Your leadership in operational excellence will ensure procurement practices across TfNSW comply with evolving government legislation, policy requirements, and NSW procurement accreditation standards.

Your leadership will directly contribute to delivering greater public value, strengthening governance, and achieving the outcomes that matter most to the people and communities of NSW.
In this role you’ll:
- Lead the development, implementation, and continuous improvement of a centre-led procurement operating model that delivers consistency, efficiency, and compliance across the organisation.
- Establish and continuously update enterprise-wide procurement policy frameworks to keep pace with changing legislation, regulations, and organisational goals.
- Build scalable, user-friendly processes that support both compliance and innovation across goods, services, and construction procurement.
- Design and enhance procurement processes, tools, and templates to improve efficiency, accountability, and capability uplift.
- Manage and ensure TfNSW’s NSW Procurement Accreditation for Goods and Services, maintaining compliance with government requirements and driving continuous improvement in alignment with accreditation standards.
- Develop and implement organisation-wide training and development programs to embed procurement excellence and uplift capability across all divisions.
- Align procurement frameworks with best practices in category management, strategic sourcing, and contract management.
- Provide expert guidance on policy and framework compliance while promoting procurement excellence and continuous improvement.
- Embed Environmental, Social, and Governance (ESG) principles into procurement to support TfNSW’s sustainability commitments and maintain accreditation.
- Lead enterprise-level procurement performance reporting, using data and insights to monitor compliance, inform decision-making, and support continuous improvement across the organisation.
- Build, grow, and lead a high-performing team of procurement professionals, ensuring policies and processes align with regulatory obligations, government expectations, and accreditation requirements.

About You
As an experienced and strategic leader, you have deep expertise in government procurement regulations, accreditation requirements, and public sector best practices.
With a proven track record in leading procurement policy, governance, and framework initiatives within a large organisation, you excel at stakeholder engagement and influencing senior leaders.
Your category management, strategic sourcing, and contract lifecycle management skills, combined with your commitment to embedding ESG principles, make you the ideal candidate to transform TfNSW's procurement operations.
Your strong communication, data-driven approach, and collaborative mindset will be pivotal in driving continuous improvement and procurement excellence.
Experience in public sector or highly regulated environments will be highly regarded, along with a strong commitment to delivering public value, transparency, and meaningful reform
